Portugal Defence and NATO are holding two exercises on Unmanned Underwater Vehicles (UUVs). The first NATO exercise in Portugal, that is operating under the code name REPMUS 23, is held on 11-22 September 2023. The second NATO exercise in Portugal, that is operating under the code name Dynamic Messenger 23 and focuses on integrating Maritime Unmanned Systems, is held on 18-29 September 2023.


The two NATO exercises being held in Portugal focus on the operations of new Unmanned Underwater Vehicles (UUVs). The goal of the NATO exercises being held in Portugal is the integration of new maritime technologies under NATO operations as well as the ability of autonomous underwater vehicles to operate together.



What are Unmanned Underwater Vehicles (UUVs)?


Unmanned Systems (UVs) are electro-mechanical systems with no human operator aboard that are able to perform targeted missions. Unmanned Systems (UVs) include UAVs (Unmanned Aerial Vehicles) that are drones that operate in the air, UGVs (Unmanned Ground Vehicles) that operate on the ground, USVs (Unmanned Surface Vehicles) that operate on the sea surface, and UUVs (Unmanned Underwater Vehicles) that operate in the water column.


Unmanned Underwater Vehicles (UUVs) are used for surveillance, anti-submarine warfare, underwater construction and maintenance, oceanography, hydrography and mine countermeasures.

The NATO exercises on Unmanned Underwater Vehicles (UUVs) that are held in Portugal in September 2023 are divided into two operations.


The first NATO exercise on Unmanned Underwater Vehicles (UUVs), that is held on Portugal on 11 to 22 September 2023, operates under the code-name REPMUS 23 (Robotic Experimentation and Prototyping with Maritime Unmanned Systems). The mission focuses on capability development and interoperability and is being held in collaboration with the NATO Centre for Maritime Research and Experimentation (CMRE), the University of Porto’s Laboratory for Underwater Systems and Technology (LSTS), and NATO’s Maritime Unmanned Systems Initiative (MUSI). 15 NATO allied countries, including Ireland and Sweden, are participating in the exercise.


The second NATO exercise on Unmanned Underwater Vehicles (UUVs), that is held on Portugal on 18 to 29 September 2023, operates under the code-name Dynamic Messenger 23. The mission focuses on integrating the operations of Maritime Unmanned Systems, including personnel, training, and readiness. The NATO UUV exercise in Portugal includes 2,000 civilian and military personnel that operate both on shore and aboard ships. 14 NATO allied countries, as well as Sweden, are participating in the exercise. This is the second time that Exercise Dynamic Messenger is being held under NATO’s Allied Command Transformation that is based in the US and NATO’s Allied Maritime Command MARCOM that is based in the UK.


The two NATO exercises on Unmanned Underwater Vehicles (UUVs) that are held in Portugal in September 2023 include partners from the private sector and academia that provide guidance for technology advancements, operational concepts, and future work programs.


Both NATO exercises on Unmanned Underwater Vehicles (UUVs) that are held in Portugal in September 2023 are being held off the Troia Peninsula that is located in the Alentejo region along the Atlantic coast.
